Carrollton Selects New Assistant City Manager Chrystal Davis

Chrystal D Headshot betterThe City of Carrollton has appointed current staff member Chrystal Davis to Assistant City Manager at a mid-January selection meeting. The Workforce Services and Civil Service Department Director will take on her new responsibilities effective January 30.

Carrollton’s organizational structure includes three Assistant City Managers (ACMs). As one, Davis will oversee operations of the Parks & Recreation, Library Services, Workforce Services, Fleet & Facility Services, Legislative, Dispatch, and Administrative Services Departments.

“In my new role as an Assistant City Manager, I look forward to helping lead the Carrollton team as we focus on innovation, efficient services, customer service, a commitment to excellence, and development of staff,” Davis said. “It is an honor to be a part of such a great organization.”

In her 12 years with the City of Carrollton, Davis’ roles in the Workforce Services Department have included Human Resource Generalist, Staffing Coordinator, and Workforce Services Manager before her promotion to Director in 2013.

“Chrystal will be a tremendous asset to the City’s Executive Team,” City Manager Erin Rinehart said. “Her depth as a leader, her far-reaching experience, and her dedication to both the citizens and employees of Carrollton make her the ideal candidate for that post.”

Rinehart vacated the ACM position after earning the top staff spot for the City in December 2016.

Davis received her bachelor’s degree in Business Administration from California State University-Stanislaus in Turlock, Calif.  She began her career in the private sector, working first in the credit card industry and then in banking before coming to Carrollton. She is a current member of the Texas Municipal Human Resource Association and the Society for Human Resource Management, a 2007 graduate of the Carrollton Leadership Academy, and a current participant in the Certified Public Manager program offered by Texas State University.
