Carrollton Police Chief Names New Assistant Chief

Chief also promotes veteran sergeant to fill resulting commander vacancy

Carrollton Police Chief Derick Miller has announced the promotion ofMcCoy Commander Kevin McCoy to Assistant Police Chief, effective Monday, November 27. McCoy succeeds Miller himself, who was recently promoted to Chief of Police.

McCoy will assume command of the Operations Bureau which includes all of Patrol, K-9, Bicycle Patrol, and Traffic Divisions. He promoted to the rank of Assistant Chief after nearly 23 years of service in the Carrollton Police Department, including supervisory assignments in patrol, traffic, narcotics, intelligence, SWAT, and most recently as the Commander of the Criminal Investigative Division.

McCoy earned a Bachelor of Science degree in criminal justice from Southwest Texas State University in San Marcos and a Master of Arts in criminal justice from the University of North Texas in Denton. McCoy is also a graduate of the Institute for Law Enforcement Administration’s Command College, the Police Executive Research Forum’s Senior Management Institute for Police, and the FBI National Academy.

He is a long-time resident of Carrollton where he lives with his wife and two children.

Chief Miller also announced the promotion of Sgt. Paul Fritz to the rank of Commander, effective Monday, November 27, filling the vacancy left by McCoy’s promotion. Fritz will be assigned to the Patrol Division.

FritzFritz’s law enforcement career spans three decades. He started as a prison guard at the Texas Department of Corrections in Huntsville in 1984 and went on to serve as a Dallas Police Officer from 1988 to 1996. After several years in the private sector, Fritz returned to public service in 2003, eventually joining the Carrollton Police Department, where he has served in a variety of roles including officer, narcotics detective, bicycle officer, SWAT operator, SWAT team leader, K-9 Sergeant and CID Sergeant.

Fritz holds a Bachelor of Science degree in law enforcement and police science from Sam Houston State University. In 2014, with the support of his very patient wife and family, he completed a goal he first set out to accomplish in 1987 by returning to Sam Houston State University to complete his Master of Science in criminal justice leadership and management.

This series of internal promotions at the Carrollton Police Department began in August with the promotion of then Police Chief Rex Redden to the position of Executive Director of Public Safety for the City of Carrollton.
