New service and monthly fees 

Residential solid waste services are included on monthly city of Carrollton utility bills. The monthly fee for solid waste service is $11.96. An additional green roll-out container is $1.60 per month. To transfer existing service, change the billing name on an existing account, (in the case of marriage, divorce, etc.) or establish residential utility service in the city of Carrollton an application must be completed. An application can be completed by phone or in person.

  • A $50 (minimum) deposit is required. In most instances, the deposit can be billed on your first month’s bill. Also, a letter of credit can be accepted from another utility where you have established good credit for a minimum of 2 years.

  • A connection fee of $10.00 will be billed to your first month's bill.

  • Connection of new utility service in the city of Carrollton will usually be completed two business days from the date the application requirements are completed.

Auto-Pay Bank Drafting Option

Residential customers can have monthly utility bills paid automatically from a bank account to save time and money—no checks to write, no postage, and no fees for the service. Customers using Auto-Pay will continue to receive monthly utility bills indicating their monthly fees and due date. The total amount of the bill will be electronically deducted from the bank account each month on the due date. Customers may also select their own due date. Online Payment Option

Debit or credit card payments (MasterCard or Visa) are now accepted online. Click to register for online payment. Customers who currently pay by bank draft but want to change to online payments must first call Utility Customer Service at 972-466-3120.
