Subdivision Filing Procedure

Effective August 1, 2003, the City of Carrollton will no longer issue tax certificates. All tax certificates for the City of Carrollton (even for property in Denton or Collin Counties) must be obtained at the Dallas County Records Building, 500 Elm Street.

New Tax Requirement
Effective September 1, 2005, a new state law goes into effect.  This law (HB 3101) requires tax certificates showing that property taxes for the CURRENT tax year (i.e., 2005) AND the previous tax year (i.e. 2004) have been paid in full before a plat can be recorded with the county. 

This means that you will have to pay your 2005 taxes immediately in order to record a subdivision plat.


Required Signatures

Please obtain the following signatures after the plat has been approved, and deliver all required copies of the plats to the Urban Development Department. Please note that each copy must have original signatures and notarization.
Property Owner (notarized)
Surveyor or Engineer preparing the plat (with their seal, and notarized)
Applicable utility companies (these do not have to be notarized, but you do have to include their printed name and title)

The Urban Development Department will then obtain the following signatures:
Director of Urban Development
City Secretary
Chair of the Planning & Zoning Commission (if applicable)

Filing / Recording

Once a plat is ready to be filed, submit a check payable to the City of Carrollton for the applicable recording fee, the required number of signed copies, and a tax certificate from each taxing authority, to the Urban Development Department.

The Urban Development Department will file the signed plat with the appropriate county if returned within twelve (12) months of the approval date. If the plat is not filed within twelve (12) months of the approval date, re-approval of the plat will be required.

Note: if you desire to have a mylar or blackline/blueline with original signatures and recording information, add those copies to the required copies, and be sure to adjust the recording fee accordingly.


A digital file (compatible with Autocad 2000) of the final approved plat must also be submitted to the Urban Development Department along with the copies for filing with the appropriate county clerk (applies only to plats approved after May 2, 2003).

Property in Dallas County
$33 for the first page of a plat, plus $22 for each additional page.

Example: a one-page plat would be $28.

Example: a two-page plat would be $50.

Submit six (6) copies of the plat:
one (1) 24" x 36" mylar, and
five (5) 24" x 36" blacklines or bluelines
Note: each copy must have original signatures, seals and notarizations.
Dallas County will keep two (2) of the 24" x 36" blacklines or bluelines. The City of Carrollton will keep all others. If you wish signed, recorded copies for your records, add them to the above listing. Dallas County will not charge an extra fee to process additional copies.

Property in Denton County
$43 per page of the plat, plus 25¢ for each page copy over the first two extra plats (not pages), plus $2 per tax certificate.

Example: a one-page plat would be $49.50.

Example: a two-page plat would be $93.00.
( $86 + $1 [4 extra copies x 25¢ ] + $6 [3 tax certificates x $2] )
Submit eight (8) copies of the plat:
one (1) 24" x 36" mylar, and
three (3) 24" x 36" bluelines (blacklines not acceptable), and
one (1) 18" x 24" mylar, and
three (3) 18" x 24" bluelines or (blacklines not acceptable).
Note: must be EXACT dimensions or Denton County will not accept.
Denton County will keep all of the 18" x 24" drawings. The City of Carrollton will keep all others. If you wish signed, recorded copies for your records, add them to the above listing and adjust the filing fee accordingly. Denton County will charge an extra 25¢ for each additional copy (not each page).

Property in Dallas AND Denton Counties
If your property lies in both Dallas and Denton Counties, you will add the two separate filing fees for each county, and make sure you submit enough copies for each county to keep theirs.
$80.50 for the first page of the plat, plus $63.00 for each additional page of the plat, plus 25¢ for each copy over the first six, plus $2 per tax certificate filed in Denton County.

Example: a one-page plat would be $75.50.

one (1) 24" x 36" mylar, and

one (1) 18" x 24" mylar and
three (3) 18" x 24" bluelines (blacklines not acceptable) for Denton County.
Note: each copy must have original signatures, seals and notarizations.
Dallas County will keep two (2) of the 24" x 36" bluelines or blacklines, Denton County will keep all the 18" x 24" drawings, and the City of Carrollton will keep all others. If you wish signed, recorded copies for your records, add them to the above listing and adjust the filing fee accordingly. Denton County will charge an extra 25¢ for each additional copy (not each page).

Property in Collin County
$16 per page of the plat, plus $1 for each copy over the first five, plus $2 per tax certificate. Aperture cards of completed signed plats are required.

Example: a standard one-page plat would be $33.00.
( $26 + $1 [1 extra copy x $1.00 ] + $6 [3 tax certificates x $2] )


Example: a two-page plat would be $39.00.
( $32 + $1 [1 extra copy x $1.00] + $6 [3 tax certificates x $2] )
Submit seven (7) copies of the plat:
two (2) 24" x 36" mylars, and
three (3) 24" x 36" bluelines or blacklines, and
two (2) 7 5/16" x 3 1/4"aperture cards. At the top left of the aperture cards, type the name of the plat and "Page 1 of ____."
Note: each copy must have original signatures, seals and notarizations.
Collin County will keep one (1) mylar copy and the aperture cards. The City of Carrollton will keep all others. If you wish signed, recorded copies for your records, add them to the above listing and adjust the filing fee accordingly.

Filing a Plat on Your Own

Only in unusual circumstances will the applicant be allowed to file the plat. Any request to file a plat by the applicant must be approved by the Urban Development Department prior to doing so.

After filing the plat, return the following copies to the Carrollton Planning Department:
one (1) 24" x 36" mylar, and
three (3) 24" x 36' bluelines or blacklines.

If a separate instrument needs to be filed with the county before filing the plat in order to properly record an access easement, the following fees will be required:
 

Dallas County

$14 for the first page of the instrument, $2 for each additional page
 

Denton County

$14 for the first page of the instrument, $2 for each additional page
 

Collin County

$8 for the first page of the instrument, $2 for each additional page
 
If a second page to the plat is needed to record the easement, the additional page fee for that county will apply. See the fee schedules above.
