Thank you for visiting our web site.  As you will see, the City of Carrollton has nearly completed all the necessary ground work to maximize the advantages of development around the new Green Line Light Rail Transit Project. This website highlights our accomplishments and current opportunities.

We have already completed our increased density re-zoning, implementation of a tax increment reinvestment zone, market study, and station area master plans.  Currently underway are initiatives related to: parking needs; storm water runoff, the roadway network, future transit linkages including your project; distinct transit area streetscape/ landscape design standards; and infrastructure plan.  The aforementioned initiatives should be completed by the end of 2007.  In addition, the City has acquired 8-acres of land near Downtown Carrollton station and 12-acres of land already acquired adjacent to the Trinity Mills Station for transit-oriented development.

As the city’s first transit-oriented development (TOD) manager, I am a member of the development services team - specifically the Urban Development Department. Urban Development focuses their resources on sustainable development while facilitating the long-range planning and development review in accordance with city ordinances and state law.  The department understands that the city’s future strength lies in attracting, maintaining and facilitating the type of development that will have a positive impact on the community’s tax base.  To accomplish this, the department has streamlined the entitlement process so that applications are processed within the shortest time period allowed per the state law public hearing requirements.  Generally, miscellaneous development requests and technical site plans require approximately 60 days to be completed.  All other requests require approximately 90 days to be completed.  In addition, the City is actively adapting its zoning ordinances to follow the "forb-based code" standard.

The Urban Development Department has evolved from the traditional “Planning Department” accustomed to processing large “green-field” development applications to an office focused on urban and redevelopment issues.  By 2010, it is anticipated that the DART light rail stations will be nearing completion, thus spurring interested from the private sector for urban housing.  The staff is prepared to facilitate this new style of development in Carrollton. 

Development Services Team

The other branch of the development services team is Building Inspection.  Comprised of permitting and inspection, Building Inspection has streamlined the development permit process, the City reorganized procedures, improved predictability and turnaround time and consolidated the development process to one department - Building Inspection.   They offer valuable information to assist you in understanding the development review process. Their goal is to facilitate this process for commercial projects, meeting both the needs of the development community and the city of Carrollton. This objective will be accomplished through the establishment of a partnership between the applicant and Building Inspection.

The development services team understands that time is of the essence for business relocations and expansions, and that the city plays a key role in the timing of projects. Therefore, it is critical to all parties involved that your project be efficiently processed, resulting in an expeditious and predictable outcome.
