With the help of members of the community, Carrollton has realized many successes in increasing community sustainability. Community Development Block Grant (CDBG) Progam This program provides the city, as an entitlement community, a grant from the United States Department of Housing and Urban Development. CDBG grant is used to fund various activities designed to assist Carrollton Residents of low-to moderate-income. Neighborhood Enhancement Matching Grant Program This program provides neighborhood organizations with up to $3,000 in matching grant funds for improvements to public areas of neighborhoods. Neighborhood Oriented Targeted Infrastructure and Enforcement (N.O.T.I.C.E.) Program This program allows the city to leverage various funding sources and invest in improving the infrastructure and enhance code compliance of the neighborhoods most in need. People Helping People Program is a city initiative to partner with the community volunteers with Carrollton's senior and disabled residents to help them meet their exterior home maintenance needs. Multi-Family Inspection Program The Multi-Family Inspection Program performs regular inspections at all apartment and condominium communities, hotels and motels, and responds to housing complaints on rental homes in Carrollton. The code enforcement officers enforce the Uniform Housing Code to ensure minimum standards are in place and they are maintained for those individuals who choose to live in the Carrollton. Any violations of the Uniform Housing Code or other city ordinances are addressed to the property owner(s) and the onsite management staff. The code enforcement officers sets a schedule to resolve the problem(s) and abate any and all violation(s) that were found. Neighborhood Integrity Program The Neighborhood Integrity Program creates and maintains a quality living environment in the city by taking an active role through code enforcement. Safe, healthy, attractive and clean surroundings are a part of what makes Carrollton a great community to live, raise a family, work and retire in. To maintain residential neighborhoods and commercial districts, code enforcement officers from Environmental Services perform regular inspections of the different neighborhoods and districts, and respond to complaints that are received in our office. Any violations found are addressed at that time and a reasonable amount of time is given to the resident or property owner to abate any and all violation(s) that were found to exist on their property. The goal of code enforcement is to gain compliance and ensure the property is properly maintained in the future. Single-Family Rental Inspection Program The Single-Family Rental Inspection Program performs inspections of all single-family rental homes in Carrollton. Staff enforce the Uniform Housing Code to ensure minimum standards are being met during their inspection of the property. This program requires all property owners to register their single-family rental homes with the city.
