Requirements & Applications |
City
government depends on residents who volunteer their time and expertise to
participate in public service as members of boards, commissions and committees.
Citizen involvement is important to setting the direction for Carrollton's
future.

| The Carrollton Home Rule
Charter establishes certain qualifications that must be met by all members of
city boards, commissions and committees. To serve, you must: |
 |
Have been a resident of Texas for
one at least (1) year and of Carrollton for at least six (6)
months; |
 |
Be a qualified Carrollton voter at
the time of appointment; |
 |
Not have been convicted of a crime
of moral turpitude; |
 |
Not be an adversary party to pending
litigation against the City, except for eminent domain proceedings; |
 |
Not be in arrears on City taxes,
water service charges, or other City obligations, and; |
|
Have a creditable record of
attendance and performance in any previous board service. |
Consists of 9
members appointed by City Council.
The board is empowered by state law to review and make exceptions
to the City's zoning ordinance or other administrative decisions by the City
for the purpose of rendering full justice and equity to the general public.

Capital
Improvements Plan Advisory Committee (CIPAC) |
Consists of 11
members
appointed by City Council.
The committee
advises and assists City Council in developing the Capital Improvement Plan
(CIP), including financial planning standards and criteria for prioritizing
capital projects, assessing debt issuance plans, developing the annual capital
budget, and bond referendum master planning.
(Established by Ordinance 2259, amended by
Ordinance 2351.) |
Meets the 3rd Wednesday of the month, as needed, at 6:30
p.m., at City Hall; 1945 E. Jackson Rd.

Firefighters' and Police Officers' Civil Service
Commission |
The City of Carrollton
citizens voted to adopted, fire fighters' and police officers' civil service
law, Chapter 143 of the Texas Local Government Code and this commission was
established on the 28th day of October, 1973. The Commission consists of three
members
appointed by the City Manager and affirmed by the City Council, in accordance
with State law.
This commission is empowered
by state law to hear, investigate, and decide on appeals of all civil service
matters including the removal or suspension of any fire fighter or police
officer. The commission also provides for the classification of all fire
fighters and police officers, for open, competitive, and free entrance
examinations, and conducts all promotional examinations.

Construction Advisory & Appeals
Board |
Consists of 9
members
appointed by City Council.
The board hears
and decides appeals of orders, decisions or determinations made by the Building
Official and Fire Marshal, relative to the application and interpretation of
building, electrical, plumbing mechanical fire and housing codes, as well as
the visibility and driveway ordinances.
The
board also receives and files applications for electrical licenses and notifies
applicants of the time and place of electrical examinations and the results
thereof.

Historic
Preservation Advisory Committee (HPAC) |
Consists of 9
members
appointed by City Council.
The committee
advises and makes recommendations to City Council regarding the preservation
and protection of the City's architecturally and/or culturally significant
resources for future generations.

Meets quarterly, on the first Wednesday of the month, at 7:00
p.m., at City Hall; 1945 E. Jackson Rd.

Consists of 9
members
appointed by City Council.
The board receives
suggestions and recommendations from the citizens of the city, regarding the
development and improvement of the library & library services, and makes
recommendations to City Council regarding the same.
The board serves as an advisory board to City Council, City
Manager, Director of Library Services and the community, but does not have
responsibility or authority over public officials or employees of the city in
the implementation of policies or operations of the library.
The board may make periodic reports to City
Council, and the board performs other duties requested by the City Council,
City Manager or Director of Library Services.

The Library Board
meets the first Monday of every other month at the Josey Ranch
Library, 1700 Keller Springs Road, at 7:00 pm.

The board is
responsible for the formulation of policies and guidelines concerning
operations of the
A.W. Perry Homestead Museum. The board also maintains the
museum property and selects items to be placed on exhibit.

Neighborhood Advisory Commission (NAC) |
Consists of 9
members, all
appointed by City Council, who must reside within three specific areas.
The commission serves, advises and assists
City Council in activities related to the
United States Department of
Housing and Urban Development (HUD) Community Development Block Grant
(CDBG) and the City of Carrollton Community Development
Neighborhood
Partnership programs.

Planning
& Zoning Commission (P&Z) |
Consists of 9
members
appointed by City Council.
The commission has
the authority for approval of subdivision plats and provides recommendations to
City Council regarding applications for amendments to the zoning ordinance and
zoning map, and the Comprehensive Land Use Plan, in accordance with State law.

Tax Increment Reinvestment Zone No. 1 (TIRZ) |
Consists of 4
members
appointed by City Council and 1 member appointed by the
Commissioner's Court of Dallas County.
The commission
shall prepare and adopt a project plan and reinvestment zone
financing plan for the Zone and must submit such plans to the City
Council for its approval. Subject to any restrictions and
limitations contained in the Act, the board of Directors shall
possess all powers necessary to prepare, implement and monitor such
project plan and financing plan for the reinvestment zone as the
City Council considers advisable, including the submission of an
annual report on the status of the Zone (Ordinance 3167) |

Traffic
Advisory Committee (TAC) |
Consists of 9
members
appointed by City Council.
The committee
receives and considers information of a traffic enhancement nature, and makes
written recommendations to encourage and promote traffic safety and enhancement
within the City.
The committee coordinates
planning and implementation of projects by various organizations interested in
traffic safety.
The committee serves as an
advisory committee to the community, but does not have responsibility or
authority over the public officials or employees of the City in the
implementation of traffic safety or enhancement programs or operations.
