City of Carrollton policy requires three quotes for purchases over $1,000.  The only exceptions to this rule are for items purchased under a sealed bid award, sole source purchases, or purchases for an emergency situation. For purchases over $3,000, three competitive quotes are needed, with two of the quotes being from HUB (Historically Underutilized Business) vendors.  These quotes may be received by telephone, email, or fax.  

All purchases in excess of $25,000 annually must be competitively bid as required by the Texas Local Government Code. The Code requires that sealed bids and request for proposals (RFP) are advertised in a local newspaper for two consecutive weeks prior to the bid opening. All bids must be received sealed and turned in to Purchasing by the date and time listed in the bid.  Any bids received after the stated time will be returned unopened. 

The bid opening process is open to the public and all vendors that respond to the specific are invited to attend.  Questions concerning pricing will not be addressed at the opening.

The city reserves the right to reject any or all bids or to waive technicalities at its option when in the best interest of the city.  Each bid will have special terms and conditions that pertain to that specific bid.  Click here to get a listing of all current bids.
