PARTICULARS OF

CITY ORDINANCE, Chapter 110

 1.                  As of September 1, 1984, all alarm sites are required to obtain a permit for an alarm system operation.

2.                  Alarm Permit fee: As of October 1,2001 there will be a fee for all Alarm Permits.  Please review the following:

 RENEWAL PERMIT.  A renewal permit is a security alarm permit issued by the City to take effect after the expiration of an Initial Permit.

Permit Fees:

Business (New Permits)         $35.00/year                 Residential (New Permits)       $30.00/year

Business (Renewal Permits)    $20.00/year                Residential (Renewal Permits)   $15.00/year

3.                Permits expire one (1) year from issued date and must be renewed.  (This is the responsibility of the permit holder.)

4.                  False alarms occur when an alarm system is activated for some reason other than to intentionally summon the Fire or Police departments in an emergency.

A.     If an alarm system is to be tested or repaired and there is the possibility that a false signal might be transmitted, the Fire or Police Department must be notified prior to testing or repair.

5.                  Local alarms, those must emit sounds designed to call attention to the location (thus causing the notification of the Fire or Police Department), must be adjusted so that the alarm sounds for no longer than 30 minutes.  In order to cause a second signal, the alarm system must be manually reset.

6.                  Alarm systems which summon the Fire or Police Departments by means of a recording device must transmit the message in a form that is understandable by emergency dispatch personnel and is acceptable to the City.  Also, an automatic message system must notify the permit holder or his agent of the situation.  This message should be repeated until the dispatcher hangs up.

7.                  Alarms should be reported through 972-466-3333.

8.                  Newly installed alarms on sites which have not previously had an alarm system have a thirty (30) day grace period.  During the first 30 days the system is in operation, false alarms will not count toward those which result in fees being charged for excessive false signals.

9.                  Each alarm system is allowed three (3) non-charged false alarms in any consecutive twelve (12) month period.

10.             When more than three (3) false alarms are reported in a consecutive twelve (12) month period, the person responsible for the alarm system (the permit holder ) will be charged a fee in accordance to the following schedule;

 Alarm system false alarm fees:

 False alarm response charge for each location with more than three (3)

 but fewer than six (6) false alarms within a 12 month period   $50.00

False alarm response charge for each location with more than five (5)

 but fewer than eight (8) false alarms within a 12 month period  $75.00

False alarm response charge for each location with eight (8)

or more false alarms within a 12 month period  $100.00

            This is a service charge as opposed to fines imposed by the courts for ordinance violations.

11.             Failure to pay serviced fees within 30 days may result in permit revocation.

12        The Chief shall revoke an alarm permit if he determines that: 

            The permit holder has violated any of the Sections 110.30 through 110.35 or Section 110.37; or the Police Department has recorded more than a total of eight (8) or more false alarms from any one alarm site within a consecutive 12-month period.

13       A site which transmits a false alarm and has a revoked permit may be assessed a fine if found guilty in Municipal Court for alarm ordinance violation.  Violation of this ordinance is a Class C Misdemeanor.

14.             It is the responsibility of the alarm permit holder to furnish training in the proper use of the alarm device for all personnel who physically operate the system.

15.             A current list of persons who can operate the system along with their phone numbers must be on file with Emergency dispatch personnel.  This person may be called to the alarm site to assist Fire or Police personnel in gaining access to the structure or to reset the system.  The permit holder is responsible for keeping these names and numbers correct.  Notification of changes must be made within 24 hours.

**The newly passed City Ordinance includes an Enhanced Verification procedure which requires you to provide the Alarm Company with two (2) contact numbers before Police are dispatched.
