Carrollton participates in the statewide Help End Auto Theft or H.E.A.T program.  This is a voluntary anti-theft program to protect your vehicle.

The H.E.A.T. program allows vehicle owners to sign an agreement with the Carrollton Police Department stating that their vehicle is not normally used between 1:00 a.m. and 5:00 a.m. Decals are placed on the vehicle to indicate that it has been registered with the program. If officers observe the participating vehicle being driven anywhere in Texas during the specified hours, they may stop the vehicle and verify ownership.

Participation in H.E.A.T. is free.
