The objective is to ensure that tenants and landlords of residential rental properties are involved in maintaining a sustainable community and that safe housing is available in all neighborhoods in Carrollton. The Single-Family Rental Inspection Program is an effective way of ensuring that our rental properties are safe and sanitary.
Although approximately 15 percent of single family homes in Carrollton are rental properties, they account for a disproportionately high percentage of neighborhood code violations. This diverts staff time from other code enforcement duties and has a negative effect on the surrounding homes.
In response to this problem a Single-Family Rental Inspection Program is underway. Its objective is to improve the overall condition of rental properties and to provide decent and affordable housing without being a blight on surrounding homes, thus helping enhance property values within the affected neighborhoods.

The first steps involved with the program involves identifying all the single family rental homes in Carrollton. Next is notifying the owners and tenants of the new program and the requirements to register the properties with the city.
Registration of all single family rental property is scheduled to be completed no later than March 1, 2006. Before that deadline the city will hold meetings for rental property owners, renters, property managers, realtors and realtor associations, homeowner associations and the general public.
These meetings will outline:
The scope of the program.
How landlords, tenants and the community will benefit from the program.
Time and procedure for inspections.
And offer an opportunity to ask questions.
The first of these meetings will be scheduled in December with others to follow in January. Dates have not been confirmed yet so please check back for further information regarding scheduling and locations.
The city's plan is to send registration material to all property owners, tenants, property management companies in December, requiring them to register single-family rental property in Carrollton. At that time there would also be an option to register their properties on-line at the city web site so that registration can move forward in a timely manner.
Inspections would begin in March, 2006. The first year of inspections is intended to have an educational emphasis.
The landlords, tenants and the community will benefit by:
Documenting and recording the conditions of the rental properties.
Education about rights and responsibilities of owners and tenants.
Insure that tenants are provided with safe and sanitary housing.
Promote healthy homes that can protect children and seniors.
Help identify dangerous structures and eliminate the hazards.
Help with identification of illegal activity inside the units.
Help maintain sustainability in an aging community.
