Burned out HouseThe City of Carrollton enforces the Uniform Code for the Abatement of Dangerous Buildings as modified by Ordinance 3233.  All buildings or portions thereof which are determined after inspection to be dangerous as defined in this code are hereby declared a public nuisance and must be either repaired, rehabilitated, or demolished in accordance with the procedures established within this code.

A public nuisance is defined as:

  • Any public nuisance known at common law or in equity jurisprudence.
  • Overcrowding a room with occupants.
  • Insufficient ventilation or illumination.
  • House damaged by lightningAny attractive nuisance that may prove detrimental to children whether in a building, on the premises of a building or on an unoccupied lot.  This includes any abandoned wells, shafts, basements, or excavations; abandoned refrigerators and motor vehicles; any structurally unsound fence structures; or any lumber, trash, fences debris or vegetation that may prove a hazard for minors.
  • Whatever is dangerous to human life or is detrimental to health, as determined by the health officer.
  • Inadequate or unsanitary sewage or plumbing facilities.
  • Uncleanliness, as determined by the health officer.
  • Whatever renders air, food, or drink unwholesome or detrimental to the health of human beings as determined by the health officer.
