Industrial Pretreatment Program
The City of Carrollton's Industrial Pretreament Program (IPP) is a working partnership between the residential/industrial private sector and the public sector - city, state, and federal governments and the publicly owned treatment plant. Through community cooperation, information, compliance, and enforcement, Carrollton's IPP manages industrial pollutants to ensure that treatment interference, passthrough, damage to the treatment plant, or injury to personnel does not occur. Pretreatment in Action The Federal Clean Water Act mandates the protection of public waters from various sources of pollution. Carrollton's Industrial Pretreatment Program (IPP) complies with the Clean Water Act by controlling industrial discharges and other potential "point sources" of water pollution in the City. Under the program, the City continuously evaluates the wastewater of new and existing facilities, issues wastewater discharge permits, and monitors permitted industries through regular wastewater sampling and comprehensive facility inspections. Pollution Prevention Partnership Carrollton's IPP management approach emphasizes information and compliance over enforcement, from the belief that education, training, and partnership maximize both environmental and economic benefits. The Pretreatment Industry Committee, which includes members from regulated industries and city representatives, provides an excellent communication forum. Group members meet to discuss regulatory updates and multi-agency environmental issues that industries must address in the course of their operations. Between committee meetings, the IPP publishes a newsletter, "Industry Committee Highlights", to provide pertinent regulatory and enforcement information and to remind industries of reporting deadlines. Carrollton's IPP also rewards consistent compliance with reduced reporting requirements. Carrollton's Consistent-Compliance Recognition and Environmental Distinction Awards The following Carrollton industries; Air Products, General Aluminum, Century Products, Image Industries, Sara-Lee Bakery Group, ST Microelectronics and Texas Finishing, have been recognized by the City of Carrollton for consistent compliance with the Industrial Pretreatment Regulations. The environmental awards is a program of the Environmental Quality Division of the Environmental Services Department as a desirable incentive for compliance. It is now in its third year of emphasizing the city's commitment to environmental quality and sustainability. These awards recognize regulated companies and industries that contribute to the city's sustainable future as a revitalized urban community. Of these recognized local industries, three were given the 2005 Environmental Distinction Award by a selection committee composed of Councilperson Herb Weidinger, Tony Romo the Director of the Environmental Services Department, and Scott Hudson the Division Manager for Environmental Quality. General Aluminum, Sara-Lee Bakery Products and ST Microelectronics were recognized for this award due to their considerable progress in their pollution prevention programs, their strong environmental leadership and working partnerships with the city and other organizations in strengthening community sustainability.

The 2005 Recipients of the Environmental Distinction Award were presented during the City Council Meeting on December 13, 2005. Mayor Becky Miller during the presentation of these awards stated "We applaud all of your efforts to integrate sound environmental practices into your operations. by doing so, you help the City of Carrollton in its goals and direction towards community sustainability.
