Carrollton Appoints New Strategic Services Director
The City of Carrollton is pleased to announce Krystle Nelinson as the new Director of Strategic Services effective June 24.
Carrollton has built an organization based on talent cultivation by promoting from within. Nelinson is the latest example of this strategy as she has worked at the City of Carrollton since 2014, serving as a Management Analyst/City Secretary, Development Program Manager, and stepping in as Interim Director of Strategic Services since January.
As Development Program Manager, Nelinson coordinated complex development and redevelopment projects bringing business to Carrollton’s transit centers. The position called for strategic planning, knowledge of city zoning, needs of the community, and a sound understanding of Carrollton’s current and anticipated economics.
“I’m thrilled to have been chosen to forward the City’s goals of providing better, faster, and friendlier services to our citizens,” Nelinson said. “This is a fantastic opportunity to build on the City’s success in operating as a competitive service business. I’m confident we can hold steadfast to those principles while also building partnerships and fostering a strategic vision for the future to optimize operations and, ultimately, the value we provide to the community.”
Nelinson has past experience in project management and economic development. She holds a Master of Public Administration from the University of North Texas and a Bachelor of Arts in Journalism from Harding University. In addition, she is a graduate of the University of Oklahoma Economic Development Institute and the Carrollton Leadership Institute class of 2018.
Nelinson is a member and past president of the Urban Management Assistants of North Texas, a member of the Urban Land Institute, and holds a Project Management Professional certification from the Project Management Institute.
“Krystle was selected from a highly qualified pool of applicants after a thorough recruitment process,” City Manager Erin Rinehart said. “In her time as Interim Director, she demonstrated effective leadership of her team, delivered positive performance outcomes for the department, and revealed defining characteristics of a Carrollton employee. This organization is proud to have Krystle as a team member and we anticipate dynamic and useful guidance from her in the Strategic Services role.”
