Carrollton Crosby Redevelopment Approved

Crosby-2019-acreage-imageCarrollton City Council authorized a purchase and sale agreement with Texas InTown Homes to begin redevelopment of a 19-acre, City-owned parcel of land along Crosby Road at the Tuesday, September 10 meeting.

This catalyst project will encourage redevelopment and regeneration of the surrounding mature, single-family residential neighborhoods on the City’s south side, is within walking distance to Historic Downtown Carrollton, and is approximately half a mile from the Downtown Carrollton DART station.

Starting with the acquisition of the 120-unit La Sombra Apartments in 2008, the City has acquired approximately 19.1 acres along Crosby Road, projected to be 188 units of mixed housing that will create a neighborhood containing single-family detached homes, townhomes, and live-work units.

“The City Council’s goal for this site has consistently been to create a high quality development that emphasizes sustainable redevelopment on the property and is compatible with the surrounding community while leveraging its proximity to the transit station and Downtown,” Mayor Kevin Falconer said. “This is going to be a real shining star for Carrollton.”

The Crosby Road redevelopment area is bordered by South Broadway on the west and School Road on the east. East Crosby Road runs west-east through the northern part of the property. Additionally, the property is adjacent to the City’s Crosby Recreation Center (1610 E. Crosby Road) which was remodeled in 2010 with upgraded facility amenities.

In keeping with the Carrollton City Council’s strategic goal to encourage quality infill development, the City has taken an active role in revitalizing Historic Downtown Carrollton with its abundance of entertainment opportunities including concerts and movies on the Square, unique shops and restaurants, and seasonal events. The housing product offered in the Crosby Road Redevelopment area is projected to attract a demographic that will frequently patronize Downtown Carrollton.

The City has plans to add pedestrian crosswalks and streetscapes at the intersection of Crosby Road and Broadway to enhance the walkability from the redevelopment area through Historic Downtown Carrollton to the transit station. As part of the redevelopment, City-standard sidewalks and streetscapes along Crosby towards Interstate Highway 35 will be built to provide an entryway from the highway to the development.

Texas InTown Homes has been building homes since the 1980s and is known for high quality development projects in the Dallas-Fort Worth Metroplex such as Addison Grove, Cedar Branch, the Rice Field at Plano Arts, Trinity Bluff in downtown Dallas, and White Rock Creek Trail.

The Crosby Road redevelopment on the south side of Downtown Carrollton is similar to the catalyst Thomas Place development on the north side. The Thomas Place land is approximately 24.6 acres on the east side of Denton Drive on the north side of Hutton Branch and was awarded to Arcadia Realty in February 2018. The development will create a neighborhood containing 93 homes and three types of housing for single-family residential and single-family townhouse residential districts.

Both Crosby and Thomas Place developments are within the transit-center district and align with Carrollton City Council’s strategic goals to encourage and create successful transit-oriented areas that are sustainable and vibrant.
