Take Advantage of Carrollton’s Community and Housing Repair Funding

Comm-Housing-MapThe City of Carrollton annually sets aside money for housing incentives and receives funding from the U.S. Department of Housing and Urban Development (HUD) through Carrollton’s Community Development Block Grant (CDBG) program to help fund eligible home repairs designed to assist low-to-moderate income residents in the community.

Funding and grants are available through the City of Carrollton to eligible residents who meet each program’s economic, residential, and geographic conditions.

“In fiscal year 2020-2021, the City approved funding for 385 residential projects,” Environmental Services Director Cory Heiple said. “Of those, 257 projects came under Neighborhood Partnership Funds from the City and 128 from the CDBG program.”

Heiple reviewed the different grants and incentives Carrollton offers at the City Council meeting on Tuesday, September 15. These opportunities are made possible through Carrollton’s Neighborhood IMPACT (IMProvement in ACTion) program for all things related to neighborhood integrity and are one of many such initiatives available to residents through the City of Carrollton’s Community Services Division.

“These programs inject a very tangible revitalization in Carrollton’s aging neighborhoods while ensuring the City’s low-to-moderate income residents have the resources to maintain their home in spite of unexpected financial setbacks,” Heiple said. “A walk through any neighborhood where residents have received these grants and incentives provides immediate, positive feedback on the program’s success.”

City Council adopted a resolution in 2013 creating Neighborhood Empowerment Zones (NEZ) to establish incentive packages in specific Carrollton neighborhoods. These empowerment zones, located in different areas of the City, waive all construction fees, including permit fees, impact fees, platting fees, and project permit fees (fences, electrical, plumbing, etc.), within the zones, for both commercial and residential properties. No fees are charged for any projects, including new development, and renovation, rehabilitation or repair of existing properties. Waiving construction fees is designed to promote rehabilitation of housing, economic development, and stability for neighborhoods located in a NEZ.

The following three programs provide financial rebates to owners while promoting the renovation, removal, and replacement of aging single-family housing stock in a NEZ. In all cases, an application must be completed, the project reviewed, and an incentive agreement must be approved by the Carrollton City Council prior to start of any renovation work. Single Family Rehabilitation NEZ Incentive
Residents receive 25 percent in reimbursements up to $20,000 for projects such as landscaping, driveways, fences, and more to owner-occupied, single-family houses. The house must be at least five years old at the time of approval of the incentive agreement and the home must be the owner’s principal residence on a year-round basis, among other criteria.

Single Family Demolition/Rebuild NEZ Incentive
Residents receive up to 100 percent reimbursement of the cost of demolition and a 10-year City property tax rebate depending on the value of the construction. Demolition must be completed within 12 months of the date of City Council approval, and construction of the new house must occur within 24 months of City Council’s approval.

Minor Home Repair NEZ Program
 For exterior repairs, including fence repair, retaining wall work, or trash and debris cleanup, the program offers up to $7,500 for eligible residents. This program is designed to improve the sustainability of Carrollton and make the homes of those needing assistance safer and healthier.

Neighborhood Partnership Office (NPO)
The City fosters and encourages partnership between neighborhoods, businesses, and community organizations. When residents register their neighborhood or homeowners association (HOA) with the City, assistance can be provided from staff in the NPO as well as Neighborhood Advisory Commission (NAC) mentors on available services and opportunities.

Neighborhood Enhancement Matching Grant Program (NEMGP)
Carrollton’s NPO provides a beautification grant for projects such as entryway markers, public park improvements, landscaping, and more. The NEMGP grants up to $25,000 with a match requirement of 2:1, which means for every $2 the City contributes, neighborhoods will be required to match $1. Neighborhood groups that wish to submit a proposal must be registered.

Established in 1998, over $250,000 worth of improvements have been made to public property in Carrollton as a direct result of NEMGP projects. This includes $70,000 in neighborhood organization funds, over $50,000 in donated materials, and the value of over 3,000 volunteer hours.

CDBG Emergency Home Repair Grant
Provides assistance to low- and extremely-low income homeowners of a single-family dwelling unit who may be eligible for this grant up to $5,000 for urgent home repairs for health and safety, when owner-occupant lacks sufficient resources of their own. It can include plumbing, electrical, or roof repairs, or the addition of structural accessibility modifications.

CDBG Minor Home Repair Program
For roof repair and replacement, siding and fascia repair, or plumbing and electrical work, the program provides up to a $10,000 grant for low-to-moderate income residents; but does not include fence repairs, structural repairs (such as foundation work), or cosmetic repairs (repainting a home to a new color).

CDBG People Helping People Program
The City provides a grant up to $5,000 for low-to-moderate income residents for repainting the home’s exterior and for minor siding and exterior repair. All work is completed by volunteers. In this instance, priority is given to elderly or disabled citizens, residents living in targeted neighborhoods, citizens who have received notices of violation from the City of Carrollton Code Office, or those who are requesting project assistance because it will improve the safety of their property.
