The City of Carrollton Fleet Services Division, staffed in partnership with Vector Fleet Management LLC (VFM), received the ASE Blue Seal of Excellence award from the National Institute for Automotive Service Excellence on Tuesday, August 23.
Carrollton’s Fleet Services is an essential division of the City’s operations. Nine automotive professionals are responsible for maintaining 605 City vehicles including Carrollton Parks & Recreation and Public Works trucks and trailers, Police Department vehicles, and Fire Rescue engines, trucks, and emergency vehicles.
The City of Carrollton outsourced its fleet operation in 2010 as part of a managed competition philosophy. The premise of managed competition is that the procurement of services through competitive proposals – rather than the traditional approach of granting an in-house operation a monopoly – drives improvements in service levels, quality, and operating costs.
“Through our partnership with VFM, the receipt of the ASE Blue Seal of Excellence award has been made possible,” Carrollton Fleet and Facilities Director Dwayne Bianco said, “The partnership recognizes significant progress in the long-term implementation of the City’s commitment to responsible and strategic use of resources through education, prevention, conservation, and reduction. It's a commitment that earns only the best establishments the recognition to stand out from the crowd.”
The ASE Blue Seal is an elite status attained by relentless commitment to service excellence. To be eligible for this recognition, an organization must have 75% of its automotive professionals ASE certified and must renew each year to confirm their professionals' certification status.
In addition, to remain in the program, there must be a certified technician in each service area offered. Carrollton’s team of automotive professionals include two Service Consultants, a Parts Specialist, two Maintenance and Light Repair technicians, two Master Automotive Technicians, and two Master Medium to Heavy Truck Technicians.
“The City of Carrollton is extremely proud of the work that these professionals perform to keep the fleet on the road and functioning efficiently,” Fleet and Facility Services Manager Larrydon Berry said. “I am grateful to have them on the team.”

The City is hiring immediately and VFM is contributing a $5,000 signing bonus for each opening including a Small Engine and Equipment Technician, a Class A/B/C Diesel Technician, a Class A/B Light/Medium Automotive Technician, a General Service Technician, and a Light/Medium/Heavy Diesel Class A/B Truck/Equipment Technician. Positions are Monday through Friday, include paid vacation and paid holidays from day one, full benefits, a 401K plan, and either offer a paid training and certification program at no cost to the technician or a certification reimbursement program.
