The Carrollton City Council approved a rate increase for water and wastewater services at the Tuesday, December 2 meeting.
The decision to apply a rate increase is primarily due to increasing costs from the City’s water and wastewater treatment providers, Dallas Water Utilities (DWU) and the Trinity River Authority (TRA), as well as a need to fund essential infrastructure improvements to maintain a safe, efficient water system. The increase will take effect on Thursday, January 1, 2026.
While actual impacts to individual customers will vary based on the type of customer and their usage levels, the average increase will be approximately 7.5 percent. Minimum water users will see a $1.73 per month increase. A residential customer who uses higher amounts of water per month can expect to see upwards of a $3.50 per month increase. Usage and rates are broken down on each month’s bill.
“Keeping costs low for residents remains a City priority,” Carrollton’s Chief Financial Officer Diana Vaughn said. “However, small increases for FY26 are needed to pay for increases in utility operations and capital expenses. Carrollton will continue to monitor rates on an annual basis.”

Carrollton continues to be one of the least expensive water and wastewater providers in the DFW Metroplex. This year’s increase is below the regional average when compared to other municipalities’ rising prices. The City’s combined water and wastewater service costs keep Carrollton the third most affordable of 19 surrounding cities.
