Carrollton Maintains Highest ISO Class 1 Safety Rating

The City of Carrollton has once again earned the prestigious Class 1 Public Protection Classification (PPC) rating from the Insurance Services Office Inc. (ISO) for its improved fire protection capabilities. The rating is the highest possible and drives the City to the top 1 percent of all communities classified by the ISO.

A high rating from the ISO can ultimately mean lower personal and commercial property insurance rates for members of the ranked community. The rating is evaluated every five to 10 years, and ISO statistics reveal communities that have a higher rating have a bigger reduction in loss of life and property when fire does occur.

Mayor Steve Babick and Carrollton Fire Rescue Chief Michael Thomson were presented plaques at the December 2 City Council meeting by representatives from the ISO and the State Fire Marshal’s Office.

“I want to thank our staff,” Babick said. “This is a big team effort and represents a lot of hard work by a lot of people and continues Council’s vision for Carrollton to be the community that families and businesses want to call home.”

The PPC grading is based on three factors. The community’s water supply system accounts for 40 percent, public safety dispatch and emergency communications account for 10 percent, and fire department suppression capabilities and community risk reduction programs account for 50 percent of the total grade in keeping the community safe.

Carrollton’s grade was initially raised from a Class 3 to a Class 1 in May 2016, based on significant improvements and implementations to Carrollton Fire Rescue, the North Texas Emergency Communications Center (NTECC), and Public Works-Water Utilities. With the City’s investments in infrastructure and public safety since then, the City has continued to maintain its ISO Class 1 designation.

The ISO has made classifications on more than 49,000 communities nationwide. Only 506 of those nationwide have been ranked Class 1 with 102 communities holding this elite classification in Texas. The ISO Class 1 status became effective December 1, 2025.
