Carrollton Investment Policy Receives Distinction Certificate

GTOT Certificate 2025 shows the image of the actual certificateThe City of Carrollton has been awarded the Certificate of Distinction for its investment policy by the Government Treasurers’ Organization of Texas (GTOT).

GTOT conducts an Investment Policy Certification Program designed to provide professional guidance in developing an investment policy and to recognize outstanding examples of written policies for cities, school and special districts, counties, and the State of Texas in both the public and private sector. A Certificate of Distinction is awarded for policies that meet established criteria.

“Receiving the GTOT Certificate of Distinction is a significant achievement for the City and a testament to our disciplined approach to investment management,” Carrollton Chief Financial Officer Diana Vaughn said. “This recognition underscores Carrollton’s commitment to protecting taxpayer dollars while ensuring they are invested wisely and strategically for the benefit of the community.

Investment returns, Vaughn said, have allowed the City to fund additional street panel replacements, install more street lighting, and support equipment upgrades and replacements for Carrollton Fire Rescue and other public safety services.  

Members of the Review Committee congratulated the City for its commitment to maintaining a comprehensive written investment policy that meets the criteria set forth in the GTOT Investment Policy Review Checklist.

The City was officially recognized at the annual GTOT Winter Seminar in February. The certificate is good for a two-year period ending April 2027. Carrollton has held this distinction since 2023.

GTOT is an affiliate of the Association of Public Treasurers of the United States and Canada, which offers similar support to governmental treasurers at the national level.
