Overview
The plan review staff is a group of degreed and trained professionals who understand building codes and related ordinances. We have the responsibility to communicate with and educate customers on the needs and requirements of the City’s development regulations.
We will review your plans and specifications for residential, commercial, multi-family and industrial projects and associated public improvements. In addition, solutions to design issues and consultation on codes and ordinances can be provided.
We will coordinate projects from initial design to final permit issuance. This includes:
- Participating in Pre-Development meetings
- Reviewing construction documents and sending plan review comments
- Providing responses to stakeholder inquiries
Preliminary Comments
For commercial ground-up projects and additions, a Pre-Development Meeting is strongly encouraged. Plan Review and other City staff will provide preliminary feedback based on the proposed site plan. The design team may then incorporate that feedback into their decisions prior to producing construction documents and applying for a building permit. These preliminary comments are high-level in nature, and subject to change based on revised ordinances or revised designs.
Plan Review Process
Permit applications are reviewed in the order that they are received. Construction documents are reviewed for compliance with all applicable codes and ordinances. Please see Submittal Requirements for a list of required documents.
Once construction documents have been reviewed, a set of plan review comments will be sent to the applicant. All items requiring revisions to the construction documents will be noted, along with fee calculations for applicable fees. All such comments should be addressed, and revised construction documents with comment responses should be provided exhibiting the revisions. If there are a large number of comments which the design team requires clarification on, the applicant may request a meeting with Plan Review staff by emailing the Plans Examiner who provided the comments.
Carrollton utilizes a 'One-Stop-Shop' development philosophy. For new commercial developments, Plan Review staff reviews all construction documents for private development and associated public improvements. For new residential subdivisions, the Engineering department reviews and inspects the public improvements. Once public improvements are accepted and the subdivision plat is filed, the developer may then apply for new home permits through Building Inspection.
