General Information
A permit is required for retaining walls four feet (4') or greater in height, measured from the bottom of the footing to the top of the wall, or which support a surcharge. Additionally, retaining walls of any height which are within 4' of any right-of-way require a permit effective 1/1/26.
Retaining walls that face or have exposure to any public thoroughfare (excluding alleys) shall be veneered with brick or stone.
Fences on Retaining Walls
If a fence is proposed to be installed on top of or through an existing or proposed retaining wall which requires a permit, a Professional Engineer must approve the modification to or design of the retaining wall.

Inspections
City staff does not inspect retaining walls. The design engineer shall perform an inspection of the retaining wall during construction and provide a letter stating that the wall was constructed in accordance with the construction documents. That letter shall be uploaded to the permit application on the CityServe Portal in order to complete and close out the permit.
