The Neighborhood Integrity Program implements and enforces the Carrollton Code of Ordinances, the Comprehensive Zoning Code, the Housing Code, and Abatement of Dangerous Building Code.

Compliance Response

The code enforcement officers for Carrollton working in the Neighborhood Integrity Program address 16,000 cases a year for various code violations. They perform over 32,000 inspections related to those violations and assess fines through the Carrollton Municipal court for chronic violations of the City ordinances. Most people who violate City Codes do so because they do not realize what they are doing is not acceptable. When a property complaint is received by Environmental Services or is observed by one of the code enforcement officers, the City will respond in the following manner:

A) Inspection of the Property

B) Notice Letter or Written Warning

If the alleged violation is found to exist but does not constitute an immediate health or safety hazard, the City will issue a Notice Letter to the respective owner/resident/responsible party notifying them what specific violations have been observed on the property. The owner/resident will have a specified amount of time, usually ten (10) days to bring the property into compliance and to abate the violation. If the violation is found to exist that constitutes an immediate health or safety hazard, a Written Warning will be issued at the time of then inspection to the person in control of the property informing them that immediate action must be taken to abate the violation.

C) Reinspection of the Property

At the end of the time given to the owner/resident to abate the violation, code enforcement personnel will perform a reinspection of the property to determine if compliance has been met. If the violation has been abated then the case is closed. Approximately 70% of all violations are resolved within 21 days. However, if the violation is still found to exist, attempts at personal contact are made either at the residence, business or by sending a second notice letter informing them once again of the violation. At this time a second deadline is given to the responsible party(s) asking them to abate the violation and bring the property into compliance with City Codes.

D) Ticket (Citation or Civil Proceeding)

If the responsible party fails to comply with City Codes and refuses to abate the violation then a citation or court summons will be issued to them for the violation. This citation or summons may be adjudicated in the Carrollton Municipal Court. The City may also take action by hiring a contractor to remove the violation by cleaning the property and removing all items causing a violation to exist; then the City may place a lien on the property for the cost of the clean up action. The owner of the property will be responsible for costs of material and labor used by the City to bring the property into compliance with City ordinances.
