Notice: Ordinances in Effect for New Short-Term Rental Applications
The City of Carrollton passed Zoning Ordinance (4297) and Code Ordinance (4291) on December 2, 2025.  These ordinances provide updates to the regulations for short-term rental (STR) and bed & breakfast (B&B) operations within the city. These Ordinances are effective as of December 2, 2025.

While there are areas where STR and B&B rentals are operating in compliance with City regulations, no new STR or B&B will be allowed.  Only certain existing properties may qualify for a lodging license under Chapter 97 of the City’s Code of Ordinances and the Comprehensive Zoning Ordinance.

ORDINANCE IN EFFECT FOR SHORT-TERM RENTALS AND BED AND BREAKFAST
City of Carrollton Short-Term Rental and Bed and Breakfast Lodging Licensing Requirements

The City of Carrollton adopted its Short-Term Rental ('STR') and Bed and Breakfast ('B&B') ordinance 4115 on December 6, 2022.

Pursuant to municipal code, Section 97.25.B, the City of Carrollton requires that any entity or owner operating a Short-Term Rental ('STR') or a Bed & Breakfast ('B&B') establishment within the City limits, either directly or indirectly, obtain a Lodging License and Hotel Occupancy Tax Number. Lodging licenses are issued to the specific owner and location of the STR or B&B.  As such, each location must be licensed individually. Additionally, if the ownership of a specific STR or B&B changes, a new Lodging License and Hotel Occupancy Tax Number must be sought.

The following are required to be obtained and maintained to operate a Short-Term Rental or Bed and Breakfast:

  • Lodging License:
    All STR and B&B properties regardless of the date of establishment are required to obtain a lodging license annually to operate within the City of Carrollton.  
  • Hotel Occupancy Tax
    All STR and B&B properties are required to obtain and pay the City of Carrollton Hotel Occupancy Tax.  Further information regarding the hotel occupancy tax may be found at https://comptroller.texas.gov/taxes/hotel/faq.php.

In addition, the property must comply with the rules and regulation outlined in Chapter 97 of the Carrollton Code of Ordinances, Comprehensive Zoning Ordinance, and all other applicable city codes and ordinances.
