Effective December 2, 2025,  changes to the Comprehensive Zoning  Ordinance updated requirements and uses allowed within the City of Carrollton.  An STR and B&B property established and actively operating legally prior to this date will be required to provide documentation for review.

Do I need a Lodging License for my Short Term or Bed and Breakfast Rental?
All new and pre-existing STR and B&B properties, regardless of date established, are required to obtain a lodging license through the City of Carrollton. 

How do I pay my lodging license application fee?
Payment for the lodging license may be submitted through the online portal. The City will not be accepting checks online for STR or B&B applications.

What is the difference between a Short-Term Rental vs a Bed & Breakfast?
SHORT-TERM RENTAL: A residential premise, or portion thereof, used for lodging accommodations to occupants for a period of less than thirty (30) days that is not permanently occupied by the property owners listed on the county appraisal districts records for which the property is located. 

BED AND BREAKFAST: A residential premise, or portion thereof, used for lodging accommodations to occupants for a period of less than thirty (30) days and which is permanently occupied by the property owners listed on the county appraisal districts records for which the property is located.

During the online lodging license registration process applicants will be prompted for a city registration number.  This will be the Texas Taxpayer Number being used for tax reporting purposes.

CARROLLTON HOTEL OCCUPANCY TAX
All STR and B&B properties are required to pay the Hotel Occupancy Tax to the City quarterly.

CARROLLTON HOTEL/MOTEL TAX
The hotel/motel fee represents seven percent (7%) of the gross income and is paid to the City on a quarterly basis.  This payment is due by the last day of the month following the end of each quarter.

What insurance coverage is required for a STR or B&B?
STR or B&B to host protection or other liability insurance commensurate with the operations of the short-term rental or bed and breakfast that provides coverage of up to $1,000,000.00 million per occurrence to operate.
