Notice: Ordinances in Effect for New Short-Term Rental Applications
The City of Carrollton passed Zoning Ordinance (4297) and Code Ordinance (4291) on December 2, 2025. These ordinances provide updates to the regulations for short-term rental (STR) and bed & breakfast (B&B) operations within the city. These Ordinances are effective as of December 2, 2025.
While there are areas where STR and B&B rentals are operating in compliance with City regulations, no new STR or B&B will be allowed. Only certain existing properties may qualify for a lodging license under Chapter 97 of the City’s Code of Ordinances and the Comprehensive Zoning Ordinance.
City of Carrollton Short-Term Rental and Bed and Breakfast Lodging Licensing Requirements
The City of Carrollton adopted its Short-Term Rental ('STR') and Bed and Breakfast ('B&B') ordinance 4115 on December 6, 2022.
The following are required to be obtained and maintained to operate a Short-Term Rental or Bed and Breakfast:
- Lodging License:
All STR and B&B properties regardless of the date of establishment are required to obtain a lodging license annually to operate within the City of Carrollton.
- Hotel Occupancy Tax
All STR and B&B properties are required to obtain and pay the City of Carrollton Hotel Occupancy Tax. Further information regarding the hotel occupancy tax may be found at the Texas Comptroller website.
In addition, the property must comply with the rules and regulation outlined in Chapter 97 of the Carrollton Code of Ordinances, Comprehensive Zoning Ordinance, and all other applicable city codes and ordinances.
