General Information

The Community Development Block Grant (CDBG) is a grant provided by the U.S. Department of Housing and Urban Development (HUD). The City of Carrollton utilizes this funding for activities which help low and moderate income persons living in Carrollton with decent housing, a suitable living environment, and expanded economic opportunities. Funding is awarded to carry out activities directed toward neighborhood revitalization, economic development, improved community and park facilities, and addressing homelessness in the city.

Current Funding and Allocation

As of October 1, 2025, the City of Carrollton will receive approximately $755,813 in Community Development Block Grant (CDBG) funds from the HUD. In accordance with federal regulations, these funds must be used primarily to benefit individuals and families with low-to-moderate income in Carrollton.

The Action Plan serves as a roadmap for identifying the city's housing and community development needs, priorities, goals, and strategies while outlining how funds will be allocated to various initiatives.

CDBG Social Services Application

The City of Carrollton is accepting applications for social services funding allowed under CDBG rules and regulations. CDBG funding allows 15% of the total yearly CDBG funding allocation to be used for public services. The City is expecting approximately $113,000 in CDBG funding for public services for the Fiscal Year starting on October 1, 2025 and runs through September 30, 2026. All applications are due to the City of Carrollton by 11:00 a.m. on Friday, May 1, 2026.
