Overview 

The City of Carrollton offers financial assistance to property owners aiming to demolish underused or blighted commercial structures. This initiative seeks to reduce urban blight and pave the way for new development opportunities, thereby enhancing the city's economic vitality. 


Grant Benefits

Financial Reimbursement:
Eligible applicants may receive partial or full reimbursement for demolition expenses.
Post-Demolition Reimbursement:

Eligible applicants may receive reimbursement after successful completion of demolition activities, subject to City of Carrollton approval.


Eligibility
Property owners may be eligible for the Commercial Demolition Grant if all the following conditions are met:
  • The structure meets one of the following:
    •  Classified as blighted, as defined by the U.S. Department of Housing and Urban Development (HUD): A structure that shows clear, objective signs of deterioration sufficient to pose a threat to public health, safety, or welfare.
    • Has been vacant for more than six months
    • Has experienced a decline in occupancy over the past three years
  • The property is not under enforcement action by the Property Standards Board
  • The property is not in foreclosure proceedings
Application Process
To apply, the property owner must:
  • Submit a completed application to the City of Carrollton’s Environmental Services Department
    • If there are multiple owners, all must sign the application
    • City staff will verify ownership
  • Include the following documentation:
    • Three demolition cost estimates
    • A proposed project timeline
    • A description of the intended use of the property post-demolition
  • City staff will review the application and provide feedback or request revisions as needed before submitting it to the City Council Re-Development Sub-Committee
  • The Re-Development Sub-Committee will review the application and forward a recommendation (approval or denial) to the City Council
  • The City Council will vote to approve or deny the grant request
  • If approved, the applicant will enter into an incentive agreement with the City.
    • A cash reimbursement may be provided after demolition is completed and verified by City staff


    Applications are considered on a case-by-case basis. The Re-Development Sub-Committee may approve exceptions to this policy.
