An eligible applicant must:

• Be a United States citizen or legal resident alien.
• Be at or lower than 80% of the Area Median Income, according to HUD income guidelines.
• Own and occupy a single-family dwelling located within the city limits of Carrollton, Texas.
• Own and occupy the property as their principal residence year-round, with no intent to market, rent, or sell the property within three years of project completion.
• Ensure all City utility payments and property taxes for the property are current.
• Be current on all mortgage payments and associated fees.
• Ensure all previously completed work requiring a City permit has been properly permitted and approved.  Issues caused by the homeowner neglecting to pull a permit are ineligible. 
• Not be under an active order from the Property Standards Board (PSB).
• Not have any unresolved City code violations, unless the proposed project will directly bring the property into compliance.
• No federal liens on the property.
• The applicant must hold fee simple title to the property for not less than one (1) year.
• Contracts for Deed or Contracts for Sale are not eligible, however the period of time an applicant has lived in a property under a lease-for-purchase may be taken into consideration in determining the one (1) year ownership time requirement if the applicant can provide proof, they have lived in the property for a total of at least one (1) year, and that they had a legal contract for deed before converting it into fee simple ownership.

NOTE: Submitting an application and meeting eligibility criteria does not commit the City of Carrollton to undertake a project. MHRP funds are limited. The best use of those funds is in the sole discretion of the City. If the cost estimates of the project exceed the maximum amount allowed under the program, the application will be terminated. A site visit by a contractor does not imply final approval of the project. 

The City of Carrollton is not committed to undertake a project even if an application is submitted and the project meets eligibility criteria. 

Qualified residents will be eligible for up to $15,000. The funds will be given as a forgivable loan, meaning that the homeowner must live in their home for a certain time frame to not have to pay back the grant.

Timeframe that must be met on the amount spent on each individual project:

• $0 - $5,000 = 3 year lien
• $5,001 - $7,500 = 4 year lien
• $7,501 - $9,500 = 5 year lien
• $9,501 - $12,000 = 6 year lien
• $12,001 - $15,000 = 7 year lien
