Overview

The City of Carrollton’s Single Family Rehabilitation Incentive Program is part of the Neighborhood IMPACT initiative. The program objective is to promote the rehabilitation and renovation of single-family houses in Neighborhood Empowerment Zones.

Eligible Exterior Improvements:

Site Elements

Landscaping (including tree additions or replacements in front yard areas)
Lead walk or driveway repair/renovation

Min. $1K private investment required

Building Elements

Façade improvements (street-facing side only)
Energy-efficient window and door replacements
Front porch or patio additions/replacements
Roof repair or replacement
Eaves or trim repair, replacement, or repainting

Min. $4K private investment required

Screening Elements

Fence repair or replacement
Retaining wall repair or replacement (facing public streets)

Min. $1K private investment required

Eligibility

An eligible applicant must:

Own and occupy a single-family dwelling located within the city limits of Carrollton, Texas.
The home is located within a Neighborhood Empowerment Zone. A map of the Neighborhood Empowerment Zones is available here.
The applicant owns the home.

Additional Requirements:

All City utility payments and property taxes must be current
An application must be submitted and the full application process followed
An incentive agreement must be approved by the Carrollton City Council prior to the start of any renovation work.
An applicant is limited to one incentive agreement per calendar year, although multiple project elements may be included in a single incentive agreement.
The property must not be under enforcement action of the Property Standards Board.
The property must not be in foreclosure proceedings.
Rehabilitation of the house must be completed within twelve (12) months of the date of City Council approval of the incentive agreement.

Program Criteria

The home must be at least 5 years old at the time of incentive agreement approval.

Investment Requirements

Cumulative investments across categories can be combined to meet the minimum required investment.

Alternative Investment Credit:

If your project falls below the minimum investment thresholds above, you may apply a portion of the following repairs toward your required investment:

Foundation Repair: Up to 10% of repair costs
Qualifying Interior Repairs: Up to 10% of costs for repairs required to meet Carrollton Housing Code compliance (Title IX, Chapter 96)

Additions or improvements not listed above require review by the Re-Development Sub-Committee.

Driveway projects under the NOTICE program and replacement fence projects do not require Sub-Committee review.

Incentive Overview

Qualified applicants may receive the following incentives for the rehabilitation of an existing single-family home located within a Neighborhood Empowerment Zone:

Available Incentives

Cash Incentive: One-time payment of up to 25% of approved rehabilitation expenditures
Permit Fee Waivers: All related City construction permit fees will be waived
Annual Cap: Maximum total incentive per property: $20,000 per calendar year

Incentive Terms

Incentives are based on actual private investment in eligible improvements
Payment is made after project completion, pending invoice verification and City inspection/approval
Only qualifying exterior and limited interior improvements apply (per program criteria)

Incentive Examples

Example 1: Cumulative eligible investment of $9,000
$9,000 x 0.25 = $2,250 total incentive + fee waivers
Example 2: Eligible investment of $3,500 on building elements plus $6,000 in qualifying interior repairs on a house

Building element incentive requires a minimum investment of $4,000. Up to 10% of interior repairs needed to comply with the Carrollton Housing code may be applied to the minimum investment.

$6,000 x 0.10 = $600 applicable portion of interior repairs
$3,500 + $600 = $4,100 meets minimum investment
$3,500 x 0.25 = $875 total incentive + fee waivers

Single Family Rehab Incentive Application

Application Process

1. Submit an Application: Applications must be submitted by the property owner using the approved format to the Environmental Services Department. If the property has multiple owners, all must sign the application. Staff will verify ownership details.

2. Include Required Documentation: Two cost estimates for the rehabilitation work and a project timeline.

3. Staff Review: City staff will conduct a review and provide feedback or suggested revisions. Applications are then prepared for review by the City Council Re-Development Sub-Committee

4. Sub-Committee Review: The Re-Development Sub-Committee evaluates the application. Any required changes are made before forwarding it to the City Council with a recommendation

5. City Council Decision: The City Council will review the recommendation and vote to approve or deny the application

6. Incentive Distribution: If approved, the cash incentive will be paid after successful project completion, based on the incentive agreement between the City and the property owner.

All applications are evaluated on a case-by-case basis. Exceptions may be granted by the Re-Development Sub-Committee.
