The commission is composed of nine residents, each active in their respective neighborhood organizations and serving as liaisons between the community and the city.

 

Commission members represent different areas of Carrollton:

• One member resides north of Frankford Road (seat 4)
• One resides between Whitlock Lane/Keller Springs Road and Frankford Road (seat 2)
• One resides south of Whitlock Lane/Keller Springs Road (seat 5)
• The remaining six members may reside anywhere within the city (seats 1, 3, 6, 7, 8, and 9)

Each commissioner helps review and recommend plans and reports related to the Community Development Block Grant (CDBG) program before they are submitted to City Council for public hearing and adoption.

Commissioners are expected to comply with the Texas Open Meetings Act, and while they serve as neighborhood representatives, they do not have the authority to speak on behalf of or bind the city. Members must recuse themselves from any discussion or vote that involves their own neighborhood or homeowners association to avoid conflicts of interest.

Commissioners serve up to three consecutive two-year terms. If a member no longer meets the residency requirements outlined in the city ordinance, they forfeit their position.
