Neighborhood registration is requested annually for both Homeowner Associations (HOAs) and voluntary neighborhood associations. Neighborhoods should update their registration with Community Development whenever there are changes to the board, ensuring all information remains current.

To be recognized as a registered neighborhood, the following must be provided:

• Contact information (name, address, phone, and email) for at least three board members and any association managers.
• Current or updated bylaws.
• Proof of at least one annual meeting.
• A demonstrated effort to promote collaboration, communication, and goodwill among residents.
• A commitment to inclusion and nondiscrimination, ensuring no bias against federally protected classes.

Note: Registered neighborhoods may not overlap geographically without City approval. The City of Carrollton reserves the right to accept, deny, or revoke registrations based on these requirements. Neighborhoods may appeal a denial or revocation to the Neighborhood Advisory Commission (NAC) within 30 days. Appeals are heard at the NAC’s next scheduled meeting.
