Silt Fence PhotoWithout proper stormwater protection and maintenance, construction sites can pollute our waterways. Issues like siltation, the buildup of sediments on the bottom of waterways, result from poor construction practices. Regulations were created for construction sites in order to prevent pollution on our waterways. The Texas Commission of Environmental Quality regulates the Construction General Permit. This permit requires any construction site between 1 - 5 acres to be regulated and construction sites over 5 acres to obtain an Notice of Intent(NOI) and create Stormwater Pollution Prevention Plan(SWPPP).  These permits as well as our city ordinance work together to remove pollutants to the maximum extent practical. Protecting our waterways, drinking sources, and wildlife!

Storm Water Pollution Prevention Ordinance: The Stormwater Pollution Prevention Ordinance is the regulations set up by the City of Carrollton to protect the cities waterways. The ordinance includes regulations specifically for construction sites, however all stormwater ordinance will pertain to these sites. Notice of Intent : This form is required to be submitted to TCEQ for large construction activities which disturb five or more acres of land, including those activities which are part of a larger common plan of development that disturb five or more acres of land. The instructions detailing how to fill the Notice of Intent are included in this form.

Notice of Change : This form is required to be submitted to TCEQ for making updates, changes, or corrections to an NOI or Waiver as required in the general permit.

Notice of Termination : This form is required to be submitted to TCEQ for those construction activities once the construction activities cease and the requirements for termination are met.

Site Notice for Small Construction Activities : This form is required for operators of small activities (i.e., those that disturb one acre or more but less than five acres of land, including those activities which are part of a larger common plan of development that disturb one acre or more but less than five acres of land).

Site Notice for Small Construction Activities Automatically Authorized Based on Low Erosion Potential  : This form is required for small construction activities that are automatically authorized based on a low potential for erosion (see Part II.E.1. of the general permit, TXR1500000). This form is required for primary operators and secondary operators of small construction activities.

Site Notice for “Primary Operators” of Large Construction Activities  : This form is required for construction activities which disturb five or more acres of land, including those activities which are part of a larger common plan of development that disturb five or more acres of land. “Primary operator” is defined in the general permit, TXR150000.
