The City of Carrollton is required to regulate by Federal, State, and local laws, certain operations that are connected to the sanitary sewer system. This requires the City of Carrollton to update all potential user information for facilities located within the boundaries of Carrollton. 

Who is Required to Take the Environmental Survey? 

The City of Carrollton’s Environmental Survey is required to be completed by many new businesses in the City.

It is also required to be completed every three years by those deemed “industrial users” to ensure that processes taking place at the facility are in compliance with pretreatment and stormwater ordinances. 

Businesses required complete the survey include: manufacturing, food and beverage production, warehousing, printing, recycling, woodworking, repair shops, dry cleaners, car washes, fire extinguisher services, creative production spaces, stone cutting, laboratories, and medical offices.

What Happens After the Survey is Submitted?

Following the completion of the survey, facility inspection will take place which includes a walkthrough of the inside and outside of the facility. The inspector will look at waste and chemical storage areas, potential spill hazards, discharges of wastewater to the sanitary sewer, best management practices in place, as well as sources of pollution on the outside of the building (i.e. storage of raw materials, liquids, debris ,etc.).  

Complete the Environmental Survey

  • Completion of this survey is mandatory. 
  • Federal regulations [40 CFR 403.8(f)(2)(i)] require the City of Carrollton to identify and locate all possible industrial users that might be subject to the federally mandated Industrial Pretreatment Program.
  • In addition, §171.19 (A) of the City of Carrollton Code of Ordinances requires any person to comply with the submission of a completed environmental survey, when necessary to determine the industrial user status of that person.
  • Failure to comply with this City ordinance may result in a fine of not more than $2,000.
  • Each item must be answered. If not applicable to your business, indicate N/A.
