The City of Carrollton’s Industrial Pretreatment Program (IPP) permits, inspects, and collects samples to ensure compliance with federal prohibited discharge standards and specific pollutant limitations outlined in the Code of Federal Regulations 40 CFR Part 403.
Who Needs a Permit
Significant Industrial Users (SIUs) are required to obtain a wastewater discharge permit prior to discharging any process wastes into the sanitary sewer. A facility is determined to be an SIU if it:
- Is subject to federal pretreatment standards
- Discharges 25,000 gallons per day or more of process wastewater
- Produces high-strength or high-volume wastewater
- Has the potential to impact the sewer system or treatment plant
How the Process Works
- Identification
Businesses are identified through Environmental Surveys, inspections, and occupancy applications.
- Application
Businesses are required to submit a wastewater discharge permit application 60 days prior to beginning discharge.
- Review and Approval
The City evaluates operations and sets discharge limits based on local and/or federal limits, type of discharge, quantity of discharge, and/or production volume.
- Ongoing Requirements
Permitted businesses are required to complete annual facility and records inspections, regular sampling events, and semi-annual and/or quarterly reporting.
