Stormwater protection is a vital part of construction and helps keep the environment clean and healthy. Poor construction practices can cause dirt and sediment to wash into creeks, streams, and other waterways, which can harm water quality and wildlife.

To prevent pollution, construction sites are regulated at both the state and local levels.

Construction site requirements are based on the size of the disturbed area:

  • The Texas Commission on Environmental Quality regulates the Construction General Permit. City ordinances support these state requirements to reduce pollution to the maximum practical extent. All construction sites must comply with the Construction General Permit.

    • Under 1 acre: The site plans must include an Erosion Control Plan (ECP).
    • 1 to 5 acres: The site must create a Stormwater Pollution Prevention Plan (SWPPP) and have a Small Construction Site Notice (CSN) posted.
    • Over 5 acres: The site must obtain a Notice of Intent (NOI) through STEERS, create a Stormwater Pollution Prevention Plan (SWPPP), and have a Large Construction Site Notice (CSN) posted.

Together, these regulations help protect local waterways, drinking water sources, and wildlife while supporting responsible construction practices.

  • Submit an electronic copy of your project's SWPPP to the appropriate City department.
  • For large sites include the TCEQ permit number on the cover page.
