The City of Carrollton aims for quality service with vendors, as well as transparency with the public. The City’s mission is to provide quality service to our customers and vendors, by implementing and supporting processes that provide timely, cost-effective, and high-quality contracts. As part of this ongoing effort, the City strives to follow transparency protocols in the Transparency Stars Program, as outlined by the Texas Comptroller of Public Accounts.

Explanation of Summary Information

Fiscal Year — The City of Carrollton’s fiscal year is from October 1st through September 30th.
Expenditures — Totals include purchase order (PO) data for expenditures on goods and services including construction processed through the City’s Purchasing and Engineering divisions.
Bidding — The bidding process includes items advertised for formal competitive procurement by the City of Carrollton Finance and Engineering departments. This includes commodities and services, which are inclusive of construction.
Contracting — The City’s contract terms are specific to the project being bid. There are certain contracts that span multiple fiscal years, such as annual supply/service contracts, construction contracts and large technology contracts.
Per Capita — The per capita amount is calculated by using the total on procurement and contracting activities divided by the population. The population amount is based on the population estimates from City of Carrollton Planning Department’s population estimate. As of 2024, the population estimate is 136,479.
Total Award — This is the amount of the successful bid or proposal as approved the City after a formal solicitation. These totals do not include cooperative purchases or purchases that are exempt from Texas Local Government Code Chapter 252.
Total Authorized — The Authorized amount is the dollar value budgeted for procurements in the City. These values capture new bid/proposal procurements valued greater than $50,000 for the fiscal year represented.
Actual Expenditures — Actual expenditures as shown in the visualizations represent the expenditures for the awards of goods and services including construction that are subject to 252.021 - .0436.
