What are Public Improvement Districts (PIDS)?
Public Improvement Districts are special districts within a City or County under the authority of Chapter 372 of the Texas Local Government Code. The City of Carrollton currently has two (2) Public Improvement Districts located within the Castle Hills area.
- The statute allows for a city or county to levy a special assessment against properties within the District to pay for various improvements to the properties located within the District. Improvements include water facilities, sanitary sewer facilities, storm drainage facilities, road improvements, retaining walls, dry utilities, landscaping, and associated design, engineering, and construction costs.

PID assessment fees can be paid in full at any time by contacting the City of Carrollton’s Finance Department or through annual installments in conjunction with annual property taxes.
- Pursuant to the PID Act, Service and Assessment Plans (SAPs) are to be reviewed and updated annually and include an Assessment Plan.
