The City of Carrollton's (City) outstanding debt is comprised of Direct Obligations and Contractually Obligated Debt from other entities.

Direct Obligations consist of debt issued by the City and secured by levied taxes or City revenues. 

Contractually Obligated Debt is debt issued by other Entities that the City is obligated to pay and calculated in accordance to contractual provisions.

 Total Tax-Supported And Revenue Debt

For each year, Tax-Supported Debt (red) is higher than Revenue-Supported Debt (blue).

  • 2021: Tax-Supported Debt about $204,520,000; Revenue-Supported Debt about $11,260,000.
  • 2022: Tax-Supported Debt about $208,900,000; Revenue-Supported Debt about $9,340,000.
  • 2023: Tax-Supported Debt about $216,580,000; Revenue-Supported Debt about $7,870,000.
  • 2024: Tax-Supported Debt about $221,540,000; Revenue-Supported Debt about $15,440,000.
  • 2025: Tax-Supported Debt about $227,380,000; Revenue-Supported Debt about $14,520,000.

  • 2025: Tax-Supported Debt about $1,665

HB 1378: Debt Obligation Reporting
Under Local Government Code Section 140.008

The 84th Legislature passed HB 1378 to increase the transparency of local government debt.

Under Local Government Code § 140.008, political subdivisions, including counties, cities, school districts, junior college districts, special purpose districts, and other subdivisions of state government must annually compile their debt obligation data from the preceding fiscal year.

City Resources

 The City of Carrollton will hold a Special Election for bond propositions on May 2, 2026.

Voters will consider five bond propositions totaling $235,000,000 for street and traffic improvements, public safety facilities, parks and recreation facilities, court facilities, and library facilities.
