The following summary data is from the government-wide Statement of Activities in the City's Annual Comprehensive Financial Report. 

The government-wide Statement of Activities reports the results of the City's operations on an accrual basis of accounting.

Revenues are recognized when earned and expenses are recognized at the time the liability is incurred. 

The per capita figures are based on the City's 2025 estimated population of 136,543.

Overall, total revenues per capita increase each year from 2021 to 2025. Governmental revenue rises steadily each year, while Business-type revenue increases from 2021 to 2024 and then decreases in 2025.

Overall, total expenses per capita decrease slightly from 2021 to 2022, then increase in 2023 and 2024, and remain essentially flat in 2025. Governmental expenses decline in 2022, then rise through 2024 and level off in 2025. Business-type expenses increase each year through 2024 and remain stable in 2025.

Overall, the property tax rate declines steadily each year from 2015 through 2025, with the most noticeable decreases occurring between 2021 and 2022 and again between 2023 and 2024.

View Monthly Summary Financial Statements
Summary Financial Statements present the major operating funds of the City on a budget basis which approximates a modified accrual basis of accounting. These statements are prepared as a tool for management to identify any trends that need to be addressed.

View Check Register
A check register is a listing of all payments incurred during a quarter by the City. The check register includes payment date, payment amount, payee, type of expenditure, and business unit.

View Annual Comprehensive Financial Report 
This report provides a quantitative look at the operating success, financial health, and compliance of the government report units. It includes a balance sheet, a statement of changes in financial position, a statement of revenues and expense, and a comparison of budgeted to actual expenses and revenues.

Investment Officer's reports provide information and analysis on City investments in accordance with the Texas Public Funds Investment Act.

The City of Carrollton holds various types of unclaimed property that is presumed abandoned and subject to Title VI Unclaimed Property Chapter 76 of the Texas Property Code Pursuant to Section 76.201. The City publishes the names of people or businesses that the City holds unclaimed property for. For questions regarding this list or process, contact the Finance Department at 972-466-3110.
