• PARENTS/GUARDIANS of MINOR children who are Texas residents of communities immediately surrounding Carrollton
  • $40 annual fee charged unless you and your child live in Farmers Branch.

Other Texas resident PARENTS/GUARDIANS may apply in person at either Library location for a Paid Non-Resident Card for their MINOR children.
