Building on Momentum

The Downtown Carrollton Master Plan builds on the successes of previous planning efforts, including the 2008 Downtown TOD Plan, and addresses current challenges and opportunities. Carrollton has witnessed significant progress over the past decade, such as the integration of transit-oriented development, enhancements to public spaces, and increased interest in mixed-use redevelopment.

The plan leverages key drivers of change, such as regional trends in urbanization, the anticipated arrival of the DART Silver Line, and the City’s proactive acquisition of key properties. These efforts position Downtown Carrollton as a competitive destination for residents, businesses, and visitors.

The plan recognizes Downtown as a regional transit hub, capitalizing on its connectivity to the DFW Metroplex. It also acknowledges Downtown’s unique character—rooted in its historic core—and the need for balanced growth that honors its heritage while embracing innovation.

By building on this momentum, the plan charts a course for sustainable growth, ensuring Downtown remains a cherished and vibrant community asset.

A Collaborative Planning Process

The development of the Downtown Carrollton Master Plan was guided by an extensive, year-long, community driven process that ensured diverse voices were heard and integrated into the plan’s recommendations.

Community workshops provided forums for interactive discussions, while online surveys expanded outreach to capture a wide range of perspectives. Stakeholder interviews offered deeper insights into the unique opportunities and challenges facing Downtown.

Central to this process was the Downtown Plan Advisory Committee (DPAC), a group of community representatives who provided ongoing guidance and acted as champions for the plan. Collectively, these efforts engaged over 345 participants, reflecting the community’s shared priorities and aspirations. This inclusive approach has ensured that the Master Plan is a vision deeply rooted in community values.
