Late fees and disconnections remain suspended until Wed., March 4.  AutoPay has resumed as of Thu., Feb. 26. More details and other payment options

Did you know that you can do more than just pay your water bill through the City's utility billing portal?

Benefits of setting up an online account include:
  • Receive important alerts such as bill due dates and late notices. Email notifications are the default, or choose to receive text message notifications.

  • View your water bill online as soon as it becomes available.

  • Request optional payment extensions through the portal.

  • View water usage and 24-month billing history.

  • Sync multiple accounts under one profile, and view and manage bills in one place.

  • Want to keep your paper bill? Paperless is not required in order to enroll in an online portal account. By selecting the paper bill option you also receive the On the Horizon utility bill newsletter. 

  • Choosing to go paperless? The On the Horizon utility bill newsletter is available online

Don't want to pay your water bill online? That's okay!
You can still take advantage of all these features.


How to Sign up for Text Alerts:

  1. Set up an account.

  2. Go to “Profile

  3. Then “Contact Information"

  4. Input your phone number(s) at which you want to receive texts.

  5. Then go to Profile > “Manage Notifications

  6. Choose Email vs SMS Text messages

  7.  Choose to receive SMS.

  8. You will be sent a verification number on your phone. 


Payment Options

The City offers several convenient ways to pay your water bill:

  • Online Payment Portal: Make one-time payment or set up auto-pay by credit/debit card*

  • Bank Payment Options: Set up automatic monthly payments through Auto-Pay, or use your bank’s online bill pay service to send electronic payments directly to the City. Both options ensure timely payments without fees.

  • In Person at City Hall (Map): Pay with cash, check, or credit/debit card.*

  • By Phone: Use your credit/debit card* to pay over the phone at 866-338-1223.
  • Kiosk: Two kiosks are available to accept credit cards,* checks, cash, and money orders. Bring your utility statement for account lookup.

    1. Drive-Through kiosk located in the parking lot between City Hall and Municipal Court, available 24/7.

    2. Hebron and Josey Public Library located in the outer lobby, available during Library operating hours.

  • Authorized Payment Locations: Use Fidelity Express at select Carrollton businesses (fee: $1.50 per transaction). Find a location near you.


*A 3.5% convenience fee from credit/debit card companies applies to all transactions.
