The Capital Improvements Plan Advisory Committee (CIPAC) advises and assists City Council in developing the Capital Improvement Plan (CIP), including financial planning standards and criteria for prioritizing capital projects, assessing debt issuance plans, developing the annual capital budget, and bond referendum master planning.
