At the August 5, 2025 City Council Meeting, the Carrollton City Council officially adopted the 2040 Vision Plan, a strategic roadmap designed to guide the City's growth, development, and priorities over the next 15 years.

A Collaborative Process Rooted in Community Input

The 2040 Vision Plan was developed through a thoughtful and inclusive process involving residents, business owners, City leaders, and planning professionals. In collaboration with the Vision Plan Committee, City Executive Leadership, and facilitation partner Gensler, the City of Carrollton worked to create a plan that reflects the values, needs, and aspirations of the community.

With support from the City Council and staff, the planning team identified key topics and challenges facing Carrollton. These were organized into four central themes: City Character, Neighborhood and Well-being, City Experiences, and Future Trends. These themes became the foundation for conversations with residents about their current experiences and long-term hopes for the community.

Community Engagement Efforts

• Community Workshops
  •  In April 2024, two open-house style workshops were held to invite residents to engage with the Vision Plan themes. These workshops encouraged interactive discussions between attendees and facilitators. Participants were asked to share their perspectives through written comments and affinity polling. While the workshops were primarily conducted in English, translated materials and written response options were also made available in Spanish and Korean to ensure accessibility for all community members.
• Online Survey
  • To expand participation, the City launched a Destination 2040 webpage that featured a public survey. This survey reflected the same themes and questions presented during the workshops, along with space for additional comments. The survey was available in English, Spanish, and Korean and remained open from April 5 through May 5, 2024.

Purpose of the Vision Plan

The 2040 Vision Plan is intended to serve as a long-term strategic guide for Carrollton’s future. Rather than simply managing growth, the plan helps shape it in ways that are smart, sustainable, and aligned with community priorities. It builds upon the City's existing vision and provides a structured framework to guide decision-making in areas such as infrastructure, housing, public spaces, and economic development.

The adoption of Destination 2040 marks a significant milestone in the City's commitment to thoughtful planning and community-centered development. As implementation moves forward, the focus will remain on creating a City that is inclusive, well-connected, economically resilient, and responsive to the evolving needs of its residents.

The 2040 Vision Plan reflects a shared commitment to not only meet the needs of today but also to build a strong and vibrant Carrollton for generations to come.
